Different genus and species. Fully grown Papio is about three times stronger than a man. Motivating factors are different one does it in search of food the other out of anger and vengeance.

Yes, it certainly is racist, and consequentially offensive. You could probably find a picture of white children atop a car watching Fourth of July fireworks and use the same analogy.
People are Individuals, and deserve to be judged as such.
I prefer wood to plastic, leather to nylon, waxed cotton to Gore-Tex, and split bamboo to graphite.

Yeah Ken: But "children" at a Fourth of July Parade aren't trying to wreck the car or burn the whole area down. The term "THUGS" will remain in my vocabulary when describing this kind of behavior!

I thought it was pretty funny. But then I'd also find the humor in a bunch of white nerds, in black frame glasses taped in the center, sitting on a box of saltines.
Sometimes its good to step back and laugh at ourselves.

Once you start the process of dehumanization, it's hard to stop. Criminality, committed by the individual, of course should be punished to the full extent of the Law. It's when broad strokes of Race or Ethnicity are applied that Balkanization occurs.
I consider the individuals show in the photo to be members of a criminal and dependent subculture, which is not applicable to Blacks as a whole. Such an analogy encourages overly simplistic demonization, and is the antithesis of what America is all about.

Now THAT's reasonable. Except for the Government using taxpayer funds for businesses, that's what private insurance is for. You can't have businesses calling "Rent a Looter" if it's failing. As is participation in Welfare programs requiring a voluntary self-removal from voter rolls. You'd be able to re-register after either a wait of six years after last money received, or if you pay all monies back. Whichever comes first.
It would certainly solve Baltimore's problems in short order.
