With all due respect James; Lyndon Johnson's "Great Society" programs were supposed to accomplish just that. 50 years later and untold TRILLIONS of dollars and nothing of any real value has beeen accomplished. In fact; many of us maintain that Blacks were better off BEFORE the socialistic "Great Society" programs.
This travisty turned "welfare" which was intended to be short term assistance in nature into a lifestyle for millions.

Jim, I didn't mean to imply the current and past attempts to resolve the issue were well founded, useful or worth continuing in any way. I am simply pointing out there is a gigantic problem and a significant number of both blacks and whites will need to change their own personal culture before any meaningful improvement will be noticed. The specifics of how are beyond me except in the form of general truisms.
