If the barrels are marked 2 & 4 but the chokes measure IC & Mod, I'd wonder if it hadn't started life with 28-inch barrels? Which type selector does the trigger have? Is it by moving the safety slide fore or aft of the safe position or is it the rocker switch in front of the trigger? Is the trigger marked MILLER on the side?
It is the Miller trigger with the rocker switch in front of the trigger. It is marked "MILLER". The safety slides from the rear to the front when deactivated. The barrels do not appear to be cut.
