It's always seemed counterintuitive (to me, anyway) that the smaller the bore (excepting 12 ga. 3.5"), the higher the SAAMI spec.

Gil; Nothing amazing about that. The smaller the bore (Except for that 3" 12) the heavier folks want to load it in relation to bore size.
To get a really good low pressure load in 12ga one usually loads one(1) oz. A proportional load in .410 would be 5/16oz yet almost everyone with a .410 wants a 3" shell carrying 3/4oz of shot or at least 11/106 oz if they use a plastic shot cup. Even the lowly oz .410 load is proportional to the 3" 12 with 1 5/8oz shot yet its crammed into a 2" shell.
Pressure is not just proportional to the weight of shot being pushed, but to the weight of shot in relation to the size hole its being pushed through & of course to how fast you push it.
