I would not doubt that it is a quality piece knowing Skcel, a sleeper if you will. Skcel was the pre-WWII version of Otto Reif of Suhl in Bacoubice & Kromerizi(maybe Lubn, Kromeri District?), etc. What might prompt me to ferret out additional information would be the number & location of cities where he employed his tactics.

From my basic research it looks like Jos Skacel was plying his trade in Kromeriz Czechoslovakia & the gun is probably based on a pre-war Simson action. The gun feels very nice in hand & probably comes in around the 6lb mark.
