....Nothing has yet changed as a result of the Presidents Order. That Order is not Law but direction to Agencies....
On the Whitehouse's website, there's a 4 January 2016 briefing by the press secretary that ends with the President directing publication as a Presidential Memoranda. There's a corresponding publication under the Memoranda section. My understanding, once a Presidential Memoranda is published, it can carry the weight of law, if desired. The direction given to particular agencies seems vague. Maybe nothing has changed yet, but the legal ability for some change seems to have been put into place.
