It's a shot measuring device, that counts individual pellets.  Pour some shot on, level it off and what remains in the dimples is your shot charge.  On the bottom it looks like it's graduated for different pellet counts.  Without knowing scale, it looks like it might be used for larger pellet sizes.  
 I think there is a drawing of a similar one in Greener's "The Gun and it's Development"

Agree with Flint.  It represents the "ultimate" in shot load uniformity, depending, of course, upon the uniformity of the shot.  :-) !!

Oddsblood!  My gizmo has been discovered yet again!
 I use perforated scoops for loading steel shot, as my loaders/presses aren't meant to dispense steel pellets.
 
 I just drilled holes in aluminum sheet on a drill press in rows, and then bent the edges up to guide strays.  It gives me loads with exact numbers of pellets.

Great work , fellas.   Flintfan, you are correct on the pellet size.  There was another with smaller "holes" at the same auction, but I was not successful on that one.  
 I assume the marks on the "back" of the counter are actual pellet counts.  I'll have to put on my glasses and see if that is what it is.

I just lowered the price of my MINT copy of this last edition- 1910 with DJ and frontis ils. from $100.00 to $80.00 including USPS bulk rate shipping-prepaid by USPS money order. Joe, I don't know what shot sizes will work in this one, and which won't .  One would have to try it out, I guess.  I can see where small shot used with this one might pile more than one pellet into a hole, while too large of shot might roll out of the hole as one was clearing the excess pieces. |  |  |
