Gun violence varies significantly in the States. Very high in some urban areas; quite low in a lot of mostly rural areas. Canada lacks a lot of very high population urban areas that we have. That might also make a difference.

The LA and MN shootings were both of ARMED black men. LA, as noted, report was of a black man threatening people with a gun. He did in fact have a gun, although it appears that it may have been in his pocket when he was shot. The MN victim also had a gun. According to his girlfriend, whose video went viral (but only shows what happened AFTER he was shot), he announced to the cop that stopped them (broken light) that he had a permit to carry. Makes me wonder whether the cop might have misunderstood what the guy said and thought he was reaching for a gun.

Heard an interview on NPR with a black man who has concealed carry, and he came very close to excusing the cop in the latter case. He said that you need to be very careful when you tell a cop that you are carrying concealed to make sure he doesn't get the wrong idea. Probably good advice whether you're black or white.
