Culture is a more significant factor, Larry. Carrying, concealed or otherwise, is abhorrent in our society. We don't feel a need for protections from vile wretches in public or from our governments---just vote the buggers out. With society stoked on prozac and bragging of having your own psychiatrist, opprobrium of carrying heat publicly may be a good thing. It seems to work for us.
