My cross bolted Belgian guild 16 gauge is a "hard linkage", as Joe deftly put it. The only way it could not move when the top lever moves is if the extension on the spindle, or the receptor on the cross bolt, were broken. I cannot imagine that it could be worn so terribly much that it came out of it, but maybe it's possible on some guns.

p.s. If you take it apart yourself, rollbac, watch carefully for a small broken piece. There may be a possibility that it could be micro welded back in place.
