Your idea on gunsmiths having to register is wrong. Itar applies to the export of firearms on the US ammunition's list. You can get list to see if the firearms in questions is on it.

You gunsmiths have nothing to worry about.

John,note the "or" in the first part,AND the part in bold print "A manufacturer who does not engage in exporting must nevertheless
register.


From the ATF:
The AECA’sstatutory requirement for firearms manufacturers to register with DDTC is implemented in Part 122 of the ITAR:

§122.1
Registration requirements.
Any person who
engages in the United States in the business of manufacturing or exporting or temporarily importing defense articles, or furnishing defense services, is
required to register with the Directorate of Defense Trade Controls under §122.2.
For
the purpose of this subchapter, engaging in such a business requires only one occasion of
manufacturing
or exporting or temporarily importing a defense article or furnishing a
defense service. A manufacturer who does not engage in exporting must nevertheless
register.

I will guarantee that your friend is leaving out something. ATF does not revoke license for minor violations.

Here is how it really works as I have personally have knownd two folks had licenses revoke.

You get an inspection, on this first inspection if violations are found you get written a violation. The inspector sits with you and goes over the violation/s.

They will come back a second time and if the same violations you will most likely have to go for a conference if its still really bad.

At that time you will most like have to summit a plan to the atf of how you will not let these violations will not happen again.

If they show up a third time and the violations are not , corrected they will most likely revoke your licenses.

actually revoking of licenses are extremely rare.

I have personally know two folks who licenses revoke. They were given multiple chances to correct their records and did not.

The AFT gives you several chances to correct your problems before they recommend the revoking of your license.

Your friend had something else going on or is not telling you something.

The only U.S. Munitions list I can find is Section 121.1 of the ITAR regs shown above. Which list are you referring to?

This is good to know.

Have you been able to determine why there was a wording change, among others, that says you don't have 'export' or 'intend' to export? I suppose it matters what 'the firearms in question' are. The definition of firearm seems to have been changed. Any thought as to why that was changed and what affect it may have on gunsmiths?

It seems that under that graph, the trend continued under the 2nd Bush admin, and bottomed out and turned around to increasing the number of FFL's under Obama.
