What are the initials on the bottom of the barrels? W. Richards marked guns made by J.P. Clabrough were sold in the U.S. The 1886 catalog from John P. interestingly, have similar looking gun marked e. james...seems like james was building these guns and marking them as orders dictated?

I also have a W Richards with Birmingham proofs that appears to be virtually identical to this one. Mine also has bores which were proofed @ 14 but has 12ga chambers. These were however built prior to the chamber markings so hard to say if they were originally 14 gauge & have had the chambers opened to 12 or not.
The one I have is in quite poor condition, but I keep it because it belonged to my Grandfather. I have no idea at what point in his life he acquired it. The bores on mine currently check very close to 13 gauge & both are cylinder bored, thus do not carry the Not For Ball mark.

William Richards (cousin to Westley and seems to have worked to make name association) of Preston/Liverpool made/sold British trade quality guns of the full range of Original Quality grades. His guns are as/what they appear. They are not to be confused with the cheaper, lower quality Belgian made guns marked W. Richards.

I have a W. Richards hammer gun, unusually good quality. What I find odd, is that the top rib is marked London, not Liverpool. Could this be a gun made for the US market?

A few years back I did a search on the name W Richards on the net. I found a web site for William Richards of Liverpool. They stated emphatically that any gun not marked as being of Liverpool was not built by them.
I think that Drew's posting concerning these guns being built by Clabrough is far more likely.
I will add I also have a hammerless 12ga SLNE double marked as J P Clabrough & Bros which carries post 1887 Birmingham proofs. From the above link this gun would seemingly have been built between 1887-1893.
While not a "Best" by any means it is a well built gun, has 28" barrels bored Ľ choke in both barrels. It fits me to a T & I shoot it better than probably any shotgun I have ever owned.
