Here's where shotgun barrel importing is covered.
An unlicensed person may obtain a permit to import sporting ammunition (excluding armor-piercing, tracer, or incendiary ammunition) and firearm parts (other than frames, receivers, firearm barrels, or barreled actions) without engaging the services of a Federal Firearms License (FFL), provided the items are for personal use and not for resale. Generally, ATF cannot issue a permit authorizing the importation of firearms barrels for non-sporting or surplus military firearms.
After the first shot the rest are just noise.

I wonder what the definition of "firearm" is. If it is as under the NFA, that is one thing; but if as normally perceived, it is something else. There should be a definition in that particular law. Also, does the definition of "barrel" include "blanks" or only finished barrels?.

I have had two barrel sets come to me from Canada. They were simply mailed to me.
Barrels alone are not a firearm and there are no restrictions of any kind on their importation.
Just go to the BATF site and read the regs yourself
