I think the position in the UK is that muzzle loading shotguns and firearms need not be licensed provided the owner has no intention of firing them and that there is no legal requirement for secure storage. However should the owner wish to use them they must be listed on his shotgun or firearm certificate and as a consequence stored securely. I think that is still the case but not 100 percent.
