I think that Konor 3" has the correct assessment of the situation. If the owner of a BP percussion gun (antique) wishes to use it then the gun - must/should be recorded- on the owners' certificate. If it is being held as an antique, for display or whatever- IF not for use - then NO certification or restrictions apply. In this context I mean shotguns only. Antique pistols. revolvers, rifles, may - or may not be classified as firearms which must be registered on a certificate. There has been ongoing discussions among the bureaucratic/legalistic tyros as to which particular "antiques" should now be reclassified as potential "weapons".
