I have a new double that fills the bill in price, though it's not been fully tested yet, on the plate or in the field. It is another in my search for the best new S x S ejector gun with 30" barrels, and double triggers. My interest lies in .410s that meet these criteria. This gun was ordered from Italy, built for me to my stock specs, delivered within three months of ordering, and for well under $3K. It is a F.A.I.R. Iside Tartaruga Gold. My intentions are to do an in-depth comparison of it with my almost identically optioned Dickinson, with side by side pictures, and put it all in a write-up. Triggers are great, ejectors strong, nice barrel striking and bluing. Pretty gun. I can't recommend it yet as a candidate for the "best S x S under $3K", but if it is properly regulated and holds up a few seasons with no problems, like the Dickinson has, it may be in the running. While my previous statement is correct, I do have to add that before SKB and Ithaca linked up, Stoeger did import some DT SKB's: the Royal Deluxe. Not often seen in this country, mostly because they were very expensive, comparatively speaking. $450 with ejectors. In the same catalog, Stoeger listed the Bernardelli Holland sidelock for the same price.
I owned a Miroku Model M that was a DT gun. Fieldsport currently lists a DT Miroku at a pretty decent price. Some of those undoubtedly got here via military personnel who'd been stationed in Japan and bought them over there.

SRH Looks like a nice gun, Stan. Back when New England Arms was still in business, they were the first ones to import the FAIR guns (as far as I know). OU's only. I owned a couple that had double triggers and solid ribs, which were available as options and are pretty unusual on stack barrels (except Merkels). When NEA went out of business, Cabela's closed out those FAIRs at very attractive prices. I think most people who bought one thought they were good guns for the money. I hope the FAIR sxs are of equal quality. In the new sxs market, the Turks are pretty much their only competition in that price range.

I'd never buy a Turkish made gun.
I'd be afraid a Muslim made gun for the US market would be boobie trapped.

Having owned (still do) a F.A.I.R. Verona O/U LX692 Gold Sporting, in .410/28 combo, I felt very good about the quality of the I. Rizzini guns. I spoke extensively with Bazil Slaughter about the Iside before ordering it through him. He has been to Italy several times and trained under the Rizzinis in order to be able to provide first class service if any is needed. His statement was that they have only gotten better since my Verona was built. He says he seldom gets an I. Rizzini in the shop for any repairs, O/Us or S x Ss.
There are actually a couple things I like better about the Dickinson. I'll point them out when I do the comparison, but they are not quality related........ mostly aesthetics.

If you are open to used doubles, I would consider both the V. Bernardelli sxs and the AYA 4/53.
I own a Gamecock 20 gauge with DT and extractors that has done yeoman service for over 40 years. That's a fairly basic gun, but there are a fair number of the higher grade guns out there within your stated budget.
I've owned an AYA 4/53 28 gauge for about 7 or 8 years. It's been a delight to shoot and completely trouble free. The new ones exceed your price point, but there are a number of used ones available within your budget listed on line.

I edited it for 20 gage wit 28" barrels
Thanks Hard to beat an English boxlock small bore for light weight and good balance. 28" fixed choked guns may be out there, but most that I have seen are 26". And most have 2 1/2" chambers.
