Joe Wood, I agree. It took me a while to see it but I found the other end of the lever in the trigger guard and that aligned well with the configuration of the gun that fallschirmjaeger linked to. I also agree that it is an 1890s photo.

I wish I could think of a way to figure out who the guy in the photo is.
