If it were mine Id clean it up, lubricate, and stop right there. It is what it is and none of the cosmetic flaws affect it at all. Dont even think of fixing rust spots on action and floor plate. Might fill the worm holes in buttplate, thats a very easy fix. But youd gain nothing by replacement and it would always look like a replacement. Let it carry its scars with dignity. Though subject to disagreement Id be inclined to lightly oil the horn plate with neatsfoot.
