If it were mine I�d clean it up, lubricate, and stop right there. It is what it is and none of the cosmetic flaws affect it at all. Don�t even think of �fixing� rust spots on action and floor plate. Might fill the worm holes in buttplate, that�s a very easy fix. But you�d gain nothing by replacement and it would always look like a replacement. Let it carry its scars with dignity. Though subject to disagreement I�d be inclined to lightly oil the horn plate with neatsfoot.
