Correct, but there can be some big variations on the exterior, due to the striking. It would be nice if we could do it that way.

If it is within proof that has to be your starting point. Wall thickness does not disqualify a gun from proof testing. Thin barrels pass easily. Even very thin barrels can pass proof. Again what are the bores? If not changed from proof diameter they are unchanged from being passed from proof.

18.6 does = 0.732". There are 25.4 mm per inch, so 18.6 / 25.4 = 0.7323", rounded to 4 decimal places.
