Even without expansion, the ACA is not sustainable from an actuarial standpoint. If it is to continue, even in its present form, tax increases will be required. Biden is inclined to make that happen. Medicaid and the ACA are two distinctly different kettles of fish, different economics, different philosophic and political perspectives, different regulatory structure. If you want to see what Medicaid expansion really looks like, examine MediCal in California. It is a giant sinkhole for tax dollars. The health care system in this country was broken before Obama changed it. It is still broken, just in different ways. I'll give Obama credit for trying to do something. I'll blame him for blowing the opportunity.
