I don't know about the paint but they need a LOT of everything. I have been working on and off at a powerplant in New Mexico that last month or so. Original projected price. $160million. Final price $380million due to demand for similiar materials in China. I don't know if these numbers are really accurate but you get the idea.
I have read that China is bringing one new 350-500 MEGAwatt generating station online every WEEK. That is a lot of material for building, and then the infrastructure to put the power to use.
