Based on the write up I would consider that it was for testing the rifling that would be at the end of the barrel. This one has a screw on rifled section that could easily be changed to test something different.

You'd think that they would have wanted it to have an extractor though. Time consuming to rod each round out of the barrel

Pressure gun, no extractor cut in barrel or rim. Wonder if the rings on the barrel are for a strain gauge?

This certainly resembles the Mann Accuracy Devices used by ammo manufacturers to test accuracy potential of different ammunition lots.They were basically an action, small piece of stock, and a massive round barrel that fit in a set of V blocks.The muzzle would be a larger diameter to engage a stop in the cradle where the device was fired.
