These recent types of rulings and regulations are almost always the product of knee-jerk "we have to do something" reaction. They are not well thought out and fail to address the real problems of mental health and violent criminals still obtaining firearms.
Bump Stocks, arm braces, and the recent ATF reimagining of the definition of a dealer show the decline and even loss of firearms technical knowledge and experience within ATF. In the case of the bump stocks, ATF actually reinterpreted the definition of a "machinegun" and even what "function of the trigger" meant to get those banned.
The most recent ruling on what is a dealer is extremely vague and reads like it was written by a summer intern. It will share the same fate as bump stocks.
The real lesson in all of this is Congress makes our laws, not unelected political appointees or employees.

Do you, per chance, remember the push to make schools “gun free zones”? The average yocal probably got a warm fuzzy all over as he thought of the symbolism of greater safety for those most vulnerable.
The people implementing this nonsense knew exactly what was going to happen, and, indeed, it came to pass almost immediately. Nut jobs began to target the most vulnerable and least protected. This, WAS BY DESIGN. Quit pretending. The hardest core of the leftists selected the most efficient way to attack the second amendment, really, the only way, and shoved it down the throats of the people who pay for the schools.
It was macabre, vicious, lethal, sinister, and evil. They did it, knowing full well the consequences. The evidence that the evil understood completely what they were doing is that not a single one of them put a sign with that nonsense on their domiciles. Because, you know, that would be crazy.
Remember, always, that is the level of evil that is out to alter the constitution. The ends, always, always justify the means.
