I'd be willing to bet that a 12 gauge slug, or better, two, fired into an angry Water 'buff at close range would stop him.

I'm just not willing to bet my life on it. Also, keep in mind that once a 'buff is wounded is when the fun starts, according to quite a few survivors.

My biggest problem with the whole picture is our friend being told by his friendly government what ammunition he can and can't use to save his ass in this worst of the worst possible case scenario. It seems to me that he could win the battle and still lose the war.
