I suspect that about anyone who is good at barrel lining of old cartridge guns could do this. Worst case would be to have the rifle barrel bored out a little undersized then a good shotgun barrel man could hone to size, choke and chamber it. Fo instance , bore a 30-35 caliber rifle to .390, finish it to .410 and choke to desired constriction. Then chamber. All this predicated on adequate wall thickness.
I have installed numerous liners for 22-25, and it is pretty easy. Buy a proper sized piloted drill from PTG and do your own drilling. Then have the barrel work done.
