Burch, I'll try to help a bit but the photos are very murky. We could also use photos of the water-table.
Ronchard Czieron (under the name Didier & Cie at the time) appears to have made the barrels or at least the tubes. The gun was made after PT powder was introduced in 1900 and after the ACIER COMPRIME press trademark was registered in 1904 but before the chamber markers reverted to mm... around 1924. Explanation:

DEPOSE; ACIER COMPRIME: As Darnation said 20 years ago, Ronchard Cizeron, well known barrel maker in Saint Etienne (running hare logo) died in 1899. In July 1901 his widow amalgamated Cizeron with Didier & cie (founded by Jean Pierre Didier) with Madam Ronchard as primary stock holder. The trademark press with "acier comprimé" (compressed steel) was registered in August 1904 by Didier & Cie.

Rampant Dinosaur poinçon: I have seen this stamp. It is definitely not Ronchard Cizeron which was a running bunny. I didn't record it in a place I can find on my computer will continue to look:
As for strap, I can't help. Not sure it's so important. As Larry mentioned that is an unusual stock, more Germanic and rifle-like. It has more a straight up pistol grip and not the French half grip.
