It is pretty clear. And it's not ALL persons. The 14th speaks of persons subject to the jurisdiction of the US and of the state they reside. Tourists and illegals are subject to the jurisdiction of the countries they came from, and are not residents of any state. It's not a blanket. Babies born to foreign diplomatic personnel in the US are not citizens, why should illegals and tourists get that privilege? Just because law has been abused or misread does not mean it can't be corrected now.

I didn't read the EO, but it doesn't really matter what was written. Trump knew it would be immediately challenged and litigated, the point wasn't to rule by decree, the point was to start a national conversation and get the ball rolling. And that is what it has done. And I believe a congressman has, or is, introducing legislation to clarify this problem.
