Having shot and patterned over 150 damascus and steel barrels over the last 25 years I have found that well over 95% of the old guns (80 to 150 years old) are well regulated. I have also learned from extensive personal experience that when removing pitting from the bores and or opening chokes, it is best to do it starting at the breach end. Many gunsmiths use reamers to open the chokes from the muzzle. I have seen this to sometimes change P.O.I in an undesirable way. I have never run into that problem while working from the breach end and out towards the muzzle.
