Id say he is off by one on shot size and dog and he could have concluded that 12 gauge is the only gauge one needs.

Size 6 shot is better all-around. Hill loved his woodcock. 7.5 would be better all around if they're a major target. Labs are great dogs, but I like setters better.

Hill's observations are much more agreeable to me than M. McIntosh's laughable statement years ago that choke boring was obsolete.
However, it's mostly a moot observation, since there are so many choices available that choosing one is mostly a waste of time.
Kinda reminds me of the well worn question . . . . "If you could only have one shotgun . . . . .".

Get lots of guns with different choke configurations. Use the set up appropriate for the day, the terrain and the quarry.
I’m never looking for a one thing that does it all. Where’s the fun in that?
