I have made a bunch of trimmers for cutting 2.75s down to 2 inches. An Exacto knife blade embedded in a dowel or turned piece of wood does the job. Length is regulated with a screw. I do hundreds per hour with just a twist of my wrist. The basic idea came from some guys on Shotgun Reloading who tested many types of trimmers.

They do not work particularly well for papers, however. I built a second type of trimmer that is a bit slower for those.
