How is this handled? Looked at a single shot Steven's shotgun single shot made before a serial number was required. How the heck do you fill out the FFL paperwork?

In the Serial Number block on the ATF Form 4473 the FFL should list "None" or NSN or just spell out "No Serial Number." As long as the manufacturer and model description is accurate it's not a problem.

In my limited knowledge & experience, I have seen them just scratch a # on it or @ least they do on the receiving end FFL. And that appeared to tamp down the potential of questions?

Firearms made before the 1968 GCA without a serial number are not required to have a new serial number unless the are remanufactured (ie: rebarreled).

Personally made firearms without a serial number are required to be serial numbered if entered into an FFL bound book.

Forgot to add: OldMaineWoodsman is correct in how they are entered into an FFL bound book and a 4473. NSN, No Serial Number, or None.

In NY, a dealer cannot sell a firearm without a serial number, so, if an older (pre1968 manufactured firearm) comes in to the shop the FFL is required by NYS law to affix a serial number. Dont know how that squares with the ATF. NY requires all kinds of $hit with guns now. Hell, dealers have to do a background check on muzzle loaders. When NY put that in place, they told dealers to use the 4473 to record it. ATF said hell no, we dont track muzzle loaders and using our form implies that we do. NY had to retract that and told dealers to "make up your own form"!!! Same thing with our ammunition background checks. NYS doesn't specify a form, they tell dealers to make up their own.

All of the NYS type firearms laws lunacy will be coming soon to Virginia I fear...

Governor-elect Scamberger loves to use the terms "responsible gun owners" and "reasonable gun laws." We all know what that really means, more intrusive laws that affect the law-abiding yet do nothing to stop or deal with firearms crime and violence.

Time will tell. She was a undercover CIA Case Officer. All those folks had to qualify with M4 and a Glock and shotgun every year in order to go overseas. I was in the CIA for over 30 years. Not many anti gun types there. I provided Logistics for the Pointy End the the Spear guys. Yea, they were one's in all the war zones as was I. I don't think she will be coming after guns, but I certainly could be wrong. Some folks change over time.
