The Poulin site has a discrepancy in that the terms & conditions show exactly what you show but the listed buyer's premium shown with each item is 23% without a cash discount. The 17.5% vs 23% makes a difference in how much I will/can bid.

I sent an email to Poulin, asking that they clarify the buyer's premium issue.
