He doesn't come to mind, but with the availability of ammo so scarce, it would seem the Austro-Hungarian Empire has the components.

I have only seen 1/2 dozen to a dozen rifles chambered in 6.5X70R, almost all were either from Ferlach or the mechanics in the Austro-Hungarian Empire.
