You can sell and transfer to a buyer only from your own state if they are not prohibited from buying. Out of state sales need to go through a FFL. Quick fix to your problem is to take him to your local FFL dealer and have him handle the transfer and FFL paper work. Split the cost of the FFL transfer or settle as you like. That could work as I am having him meet me at a gun show at a local sportsman's club. I have a table there and know most of the FFL dealers there. They could just do it there for me.
