Wether the states are adjoining or not does not matter,,an unlicensed (nonFFL) can not legally sell a firearm to a nonFFL resident of another state.

The 'adjoning states' wording was part of the original GCA68 whereby FFL's could legaly sell a long gun over the counter to a nonFFL resident of an adjoining state only. That has been changed ('86) so that an FFL may sell a longgun to a resident of any state in an over the counter sale as long as both states' laws allow the transfer.

The original round that the 1903 Springfield bolt action rifle was chambered for was the 30-03,,updated in case redesign to the 30-06. I think a different weight bullet too. Most all of the original military rifles were rechambered that were already out in the field. I think Winchester used to chamber the 1895 lever gun and the HighWall single shot in 30-03. Then later changed the chamberings to the updated dimentions and name.
