i ran into the same dogma with UPS here. argued for 15 minutes one day; even had copies of the federal regs. finally the UPS clerk said "OH! i'm not arguing about the LAW. this is our POLICY!" (that policy being they won't accept shipments from non-licensee's except to the original manufacturer, which in that case we blew up in WWII). fed-ex will take long guns from an individual but they're expensive. after starting to dispose of stuff on gunbroker, it's been USPS all the way and i couldn't ask for anyone to be more amenable. weird, huh.
what good does it do to have laws that allow us to do stuff when the firms doing it refuse to just out of some banal policy.
