For quail, I like a very open first shot and something like Mod or IM for the second. But if the gun is going to be used for dove, quail, chukar, grouse, and pheasant, I'd probably compromise and go with Jameister's suggestion of IC/IM for a two trigger gun and maybe IC/M for a single trigger gun.
