I just bought a nice 28 ga sxs and am shocked at the price of shells.

I wonder what the best way to buy target loads and hunting loads would be? I am willing to buy cases of them and am willing to go mail order.

Suggestions?

ld ,I've never understood the prices on 28ga ammo . My wife shoots one - I have about 500 empty STS hulls for reloading - don't know what I'm going to do when they run out . Paul

I am in the process of ordering Kemen shells for some fellow shooters. Their 10 flat price is 52/flat inc. freight on 28's.
The line is priced as follows 1 1/8 12 bore 43.50, 1 oz 12 42.50, 20 7/8 43, and 410 is 52. Shot size is 7.5, 8, or 9.
Freight is included. If you hit the 100 flat level the price falls roughly $4/ flat. I have not used the small gauges but the 12's are excelent. Shot is hard,5%, and round.
Check their website, prices are going up 10% in DEC. With lead at .75/pound I believe $30/bag shot is coming.

Recob's Target Shop is another excellent source. http://www.recobstargetshop.com/ I live so close that shipping is not a issue.

One thing to keep in mind is that the right 28 hulls will be worth more than just about any other gauge. Something like $ .12-.15 a hull is not uncommon, and I have seem them go for over $ .20 a hull! Everybody wants AA's. The AAHS's are excellent hulls that bring premium prices on eBay, and are the ones buy new if you intend to sell them. Also, many times you can sell them to tournament shooters locally.

I've bought from ARMUSA, Graf & sons, and Recobs. I just keep checking to see what's on sale. Generally cost me about $5 a box on overall average, I always buy at least a flat.

The best price, by far, is to reload. The excuse(probably true) for the high prices is the low volume of production, compared to 12 and 20 gauges. The best price for factory shells is to buy AA or STS target loads, save the empties and sell them to reloaders. You'll get the best quality ammo and recoup some of the cost by selling the empties for around $.10 apiece.
