My limited experience along with Dr. Gaddy's recommendation was that a 15 parts etch solution/ 85 parts water solution is what you want. Given the extremely short working time of the 15/85 solution, I'd even go weaker like 10/90 and get the dwell time in the solution up to something more reasonable like 15-30 seconds.

You're going to have to do the math based on your container's volume.

skitch, My tank is about 36" long by 4" wide. 1 quart of ferric chloride solution mixed with 1 1/2 gallons of water will cover a set of barrels easily in my tank.

I bought some ABS plastic pipe of either 3" or 4" diameter and cut them to 36" long. I haven't used them yet, but that was what Dr. Gaddy recommended and it seems reasonable from a price perspective.
