The fit of barrels to the face of the action is a bit complex; but the barrels should bear on the face of the action and not bear on the action flats, other than at the hinge pin area. Sometimes the pin can wear, sometimes the hook, sometimes the face of the action opens up from alot of shooting, and maybe some other causes. You have to look at all of these factors to get a full fit to the face of the action. You should get pretty close to 100% contact on the face with a smoke impression.
