Is there a standard to which denotes "primary letter?"
I have this as "G b C" or maybe "G h C" why a lower case?
Grover Cleveland perhaps
I'd say GbC or CbG looks right. Definitely a Lefever. Lets see more!
That is what it looks like to me, but why would one have a lower case b in a monogram?
I just came into a Grant ten bore with an engraved oval showing what I took as M,C,F. I heard from Atkins, Grant and Lang this morning, telling me that it was built in 1885 for F. de L. May. Looking at the ledger entry they sent, I think it may actually be F. de C. May. You can make out the d and e in the middle.

Lady's maiden name?...Geo
Using the Grant, the first initial is in the middle.
Then the second crosses the F twice, once behind, once in front
The last has multiple twining.
If that holds, then bGC??
Google suggests first initial in middle, then last, then middle initial. Order is not clear tho.
Looks more like a lower case h to me than a lower case b .
