It is Spanish, the JA makers mark is Jose Azpiri according to the spanish marks web site. With a photo of the barrel flats it can be dated from the proof marks, it appears to be a plain well finished gun.

Back off a bit and try to get a shot of the entire barrel flats, there will be a stamp that indicates the year of proof. It is usually at the front of the flats and in the form of a capital letter of letter number, for instance A1 would be 1955.

Still cannot see the year of proof mark, however the barrel flats show that the makers mark is not JA, it is UA which is the mark for Union Amera, they made some nice guns. This site has ID info for Spanish guns http://personales.jet.es/rafa/b_punzones
