I'm not familiar with "J. Saml" and might be a maker or merchant from Budweis( http://en.wikipedia.org/wiki/%C4%8Cesk%C3%A9_Bud%C4%9Bjovice ). You are correct in that the Austro-Hungarian Empire began its proof testing in January, 1892 near the time of the Germans. I was just curious where he might have sourced his barrels and if there were any maker's mark. If you would, check the inside of the lockplate and see if there's a "N".

Thank you for the Austro/Hungarian proof law info. I had suspected it may have been made before a compulsory proof but wasn't sure.
I pulled the lock off,,no marks on the lock plate back at all. I had already removed the mainspring earlier so that area of the lock plate didn't hide any markings. I looked carefully around, in and behind the inner parts but see no marks at all.
