Francotte made OU's like that. And there were Belgian-made Charles Dalys back in the 30's that also looked quite similar. Those were likely made by Masquelier. Also, Abercrombie & Fitch sold a similar proprietary Belgian-made OU in the 30's, as did Stoeger under the Zephyr label. In short, quite a few OU's built on Merkel-like actions were coming out of Belgium in the 30's. The scalloped-back action and the engraving indicate that it's not an entry-level gun of that type, which would typically have a straight back to the action and minimal engraving.
