For what it's worth, I've been using AA hulls in my 2.5" English guns. My .79" wide chamber gauge goes in to almost 3", but a true .80" gauge is only 2.5". Also, after measuring a few dozen AA hulls, they all were a good bit shorter than 2.75" long open. I don't recall their measurments, but they are shorter than the STS and Federal hulls I've measure.
Using 7625, there are sub 4000 psi lead loads, and 700-x and 800-X have sub 6000 psi loads up to 1 1/8 oz. Now these are lead, bismuth would be a bit higher. And these are not paper, but might be an idea
