FWIW, even a fish wouldn't get into trouble, if it would only keep it's big mouth SHUT.
I would opine that many gun owners state that their USPS parcel contains a long gun either by feeling guilty about it, or wanting to boast.
There is NO legal requirement to disclose the contents of ANY parcel being mailed (USPS is NOT a "common carrier"), beyond truthfully answering the Postal Clerk's few mandatory questions regarding mailability under USPS regs (which carry the force of US Federal Law).
https://pe.usps.com/text/pub52/pub52c2_022.htmThose mailability questions are:
* Are the contents flammable ?
* Are the contents explosive ?
* Are the content fragile ? (I always answer yes, and so mark the parcel exterior)
* Are the contents liquid ?
* Are the contents perishable ?
* Are the contents potentially hazardous, including lithium batteries or perfume ?
