When the SAFE Act provisions regarding ammunition sales went into effect (Jan 2014),,it was set up so that no one in NYS could sell ammunition w/o having a license from NYS.
The license was issued by the NYSP.

If you were an 01FFL holder in NYS at the time, you were
automaticly issued and sent one of these licenses.
The license is called a 'NYS Seller of Ammunition' License.

(To make it even more confusing,,if you are a person that is in charge of say a rifle club and buys the ammo for that club,,you can apply for a 'NYS Organizational Keeper of Ammunition' license. You can buy and recv it for use by that club and that's it. No resaleor use outside that club/organization.

If you are a Police or Peace Officer and buy it for that organization, you apply for a 'NYS Governmental Keeper of Ammunition' license. Recv and use the ammo for that dept only.)

If you are not an FFL but still wanted to be able to sell ammunition, you could apply for such a license thru a yet different on-line form.
The NYS Seller-of Ammunition license does not expire, but can be revoked.

At the same time (Jan, 2014) the Safe Act put into NYS Law that ALL ammunition sales must go thru a face to face/ in-person transfer with such a licensee.
This includes transfer of Internet purchases.
This is still in effect.

The idea at the time was that the NYSP would have set up a background check system for ammunition sales much like the NICS check for firearms sales.

That NYSP Ammunition Sales Background Check system has still yet to see the light of day in this year of 2020.

But the original wording in the SAFE Act is still in force.
All ammunition sales must be in person thru a NYS State Dealer of Ammunition including internet sales.

So ordering ammo off the net is supposed to be sent to a NYS FFL or someone with a NYS 'Seller of Ammunition' license. Then transfered to you (as a non-licensee)

It's all there in the orig SAFE Act.
Here's a short release from the NYSP at the time letting FFL's and the public (I'm guessing) know about the changes.

Point #2 is the one that lays down the law on in person sales including internet purchases.
The final paragraph makes note that the Background Check system is not up and running at that time (Jan, 2014) But when it is, the Ammo Sellers will be required to use the data base and record all ammo purchases.

It is going to be an interesting election season, no? Still, there are those who will vote big D as their homes burn to the ground, aware that big D has controlled the place since before they were born.

I have seen some stunning views of the NYC skyline, framed up nicely in the rearview mirror. My wife was just visiting relatives when Democrats were committing property crimes and assaults in Madison, WI. Another must see town on the summer tour of chitholes.
