I think it is English 3 Stripe, and the ribband edge welds are as marked. Yes, a U.S. maker would call the pattern "Oxford" or just "Fine" damascus.
There was no criteria for "London Best" damascus other than the barrels were on a London Best gun, with barrel tubes likely sourced in Belgium.
